Purchasing Practices HRDD Framework launched to drive accountability

A new sector-specific framework aimed at transforming purchasing practices in the global garment industry was officially launched this week by the Responsible Purchasing Practices (RPP) Working Group. The Purchasing Practices Human Rights Due Diligence (PP-HRDD) Framework is now publicly available at CFRPP.org, offering a practical tool for brands, suppliers, investors, regulators, and multi-stakeholder initiatives seeking to align business conduct with human rights standards.

The launch event, attended by industry leaders and accountability bodies, marked a significant step toward greater transparency and collaboration in global supply chains. The framework is designed to help purchasing companies move beyond policy commitments and into measurable, responsible practices that improve working conditions and reduce systemic risks.

Key Highlights:

  • Holistic Approach Required: The framework emphasizes that responsible purchasing is not a checklist or menu of options. It demands a fundamental shift in how companies plan, cost, and contract—addressing all core areas simultaneously.

  • Collaboration Is Critical: Speakers underscored that no single actor can achieve RPP alone. Alignment across brands, suppliers, and accountability bodies is essential to drive meaningful change.

  • Real-World Impact: Panelists shared examples of how the framework is already helping organizations identify gaps, improve buyer–supplier relationships, and reduce harmful practices such as the lack of contracts and unpredictable orders.

Who It's For:

The PP-HRDD Framework is tailored for:

  • Policy makers and regulators seeking to evaluate purchasing conduct

  • Investors looking for guidance on what to ask companies about

  • MSIs

What’s Next:

The RPP Working Group will continue to support uptake through technical guidance, implementation support, and shared learning platforms. A supplier perspective shared during the event highlighted the urgent need for buyer accountability and the potential for the framework to reshape industry norms.
